Shipping from the UAE to Central Asia and the CIS via Bandar Abbas: cross stuffing at Jebel Ali and FTL trucking

Jebel Ali to Bandar Abbas, then FTL trucking to Turkmenistan, Uzbekistan, Kazakhstan, Azerbaijan and beyond. Collection from every emirate since 2002.

Corridor map from Jebel Ali to Bandar Abbas and overland to Ashgabat, Tashkent, Dushanbe, Bishkek, Almaty, Baku, Yerevan and Kabul

Shipping from the UAE to Central Asia and the CIS through Bandar Abbas is the corridor PSS Lines Shipping has worked since it started in Dubai in 2002. For more than two decades we have moved cargo from Jebel Ali to Turkmenistan, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan, to Azerbaijan and Armenia, and to Afghanistan: by sea from Jebel Ali to Bandar Abbas, then overland by truck as full truck loads (FTL) to the consignee’s door.

The corridor starts wherever your cargo is in the UAE. We collect full containers and loose cargo from every emirate. We also take in containers that have arrived from India, China or Europe through Khor Fakkan and Fujairah, and we cross stuff or consolidate it all at Jebel Ali into FCL for the onward voyage. This guide sets out how the route works, which border crossings serve which destinations, what has to be in the file, and how we run the shipment from end to end.

The UAE–Bandar Abbas–CIS corridor

Most of the CIS has no coastline on the open ocean. Central Asia and the Caucasus are reached overland, and for cargo that starts in the UAE the shortest practical land bridge begins at Bandar Abbas, a short sea crossing from Jebel Ali. From Bandar Abbas, trucks run north to the border crossings with Turkmenistan, Afghanistan, Azerbaijan and Armenia, and on into the rest of Central Asia.

The corridor combines the strengths of both ends. Jebel Ali is one of the world’s best-connected container hubs, with free zones, bonded storage and the facilities to break down, combine and restow cargo. The road network from Bandar Abbas then delivers to inland destinations that sea freight cannot reach on its own. We connect the two under one point of contact.

The corridor runs on two things: getting the cargo right at Jebel Ali, and getting the paperwork right before the truck reaches the border.

Three ways cargo enters the corridor

Every shipment we move to the CIS starts in one of three ways:

  1. Collection from anywhere in the UAE. We collect full containers from any emirate and deliver them straight to the container yard at Jebel Ali for onward shipment. Or we collect loose cargo by truck and consolidate it into an FCL at our Jebel Ali warehouse facilities.
  2. Cargo arriving through Khor Fakkan or Fujairah. Containers from India, China, Europe and elsewhere that discharge on the east coast are trucked to Jebel Ali, cross stuffed into new containers, and shipped on as FCL to Bandar Abbas, either in transit or as an import for re-export.
  3. Exports from the UAE. Goods made, stocked or traded in the UAE are exported from Jebel Ali to CIS buyers, with UAE export clearance and a certificate of origin.

Collection from every emirate

We collect from Dubai, Jebel Ali and JAFZA, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, Fujairah, Abu Dhabi, KEZAD and Al Ain, and from free zones such as SAIF Zone and Hamriyah. Collection takes one of two forms:

  • FCL collection. A full container stuffed at your premises goes straight to the Jebel Ali container yard and is booked on the next sailing to Bandar Abbas.
  • Truck collection and consolidation. Loose cargo, pallets or part loads are collected by truck, received at our Jebel Ali warehouse, checked, and built with other cargo for the same destination into a full container.

Consolidation lets smaller shipments travel on the corridor without paying for a whole container. It also lets several UAE suppliers’ goods for one CIS buyer leave in one box, with one set of documents. Our warehousing service covers storage before dispatch.

Cross stuffing at Jebel Ali: from the east coast to the CIS

A large share of CIS-bound cargo is not made in the UAE. It arrives from India, China, Europe or elsewhere, now often through Khor Fakkan and Fujairah, and has to continue north. The arriving container usually cannot make the onward journey: it belongs to the carrier that brought it and has to be returned. So the cargo is moved into a new container at Jebel Ali.

  • Transit. The cargo stays outside UAE duty and moves through to Bandar Abbas and the CIS under transit documentation.
  • Import for re-export. The cargo is entered in the UAE, held, sorted or combined with other goods, and re-exported to the CIS buyer.

Every transfer is tallied and photographed, so the cargo count leaving Jebel Ali matches the count that arrived. We cross stuff across most cargo types, including tyres, automotive, FMCG and beverages, chemicals and fertilisers and oil and gas equipment.

Jebel Ali to Bandar Abbas, and on by road

The sea leg from Jebel Ali to Bandar Abbas is short and runs regularly. At Bandar Abbas the container is discharged and the transit formalities are completed. The cargo then continues by truck as a full truck load (FTL), under TIR or national transit, to the border crossing for its destination country and on to the consignee.

Free time and detention at Bandar Abbas work differently from Jebel Ali. Our Bandar Abbas detention calculator shows the exposure, and our road transport service page covers the overland side in more detail.

Destinations and border crossings

The border crossing follows the destination. These are the crossings and main destinations we serve:

Destination Main cities Border crossing
Turkmenistan Ashgabat, Mary, Turkmenabat, Turkmenbashi Sarakhs, Lotfabad or Bajgiran
Uzbekistan Tashkent, Samarkand, Bukhara, Andijan Through Turkmenistan via Sarakhs
Tajikistan Dushanbe, Khujand Through Turkmenistan and Uzbekistan
Kyrgyzstan Bishkek, Osh Through Turkmenistan and Uzbekistan
Kazakhstan Almaty, Shymkent, Astana Through Turkmenistan and Uzbekistan
Azerbaijan Baku, Ganja Astara
Armenia Yerevan Norduz
Afghanistan Herat, Kabul, Mazar-i-Sharif Dogharoun

The crossing for each shipment is chosen by destination, cargo and border conditions at the time of loading.

Full truck loads (FTL) for the overland leg

The overland leg moves as full truck loads: one trailer for one consignee, loaded at Bandar Abbas and sealed for the journey. FTL keeps handling to a minimum, keeps the cargo under one seal through intermediate borders, and gives each shipment its own clean set of documents. We plan the trailer type for the cargo:

  • Curtainsider (tautliner) for palletised and general cargo.
  • Box trailer for cargo that needs a fully enclosed body.
  • Flatbed and low-loader for steel, pipe, machinery and out-of-gauge cargo.

Heavy and oversized items, such as plant, machinery and oil and gas equipment, are planned under our project forwarding service, with permits and route surveys where the road needs them.

Documents for shipping from the UAE to the CIS

Most stops on this corridor happen at a desk, not on the road. The file should be complete and consistent before the cargo leaves Jebel Ali:

  • Commercial invoice, with a full description of the goods, HS codes, values, currency and Incoterms, consistent throughout the file.
  • Packing list, with package counts, net and gross weights and dimensions that match the invoice.
  • UAE customs declarations: transit, import for re-export, or export, depending on how the cargo entered the corridor.
  • Bill of lading from Jebel Ali to Bandar Abbas, with the consignee and notify party correct for the transit.
  • Transit documents for the road leg, including the TIR carnet and the CMR consignment note.
  • Certificate of origin, and any permits or certificates the destination country requires for the HS code.

On an overland transit, a single mismatch between the invoice, the packing list and the CMR can hold a truck at a border for days.

Frequently asked questions

The usual route is by sea from Jebel Ali to Bandar Abbas, then overland by truck as a full truck load to the border crossing for the destination country, and on to the consignee. PSS Lines Shipping has run this corridor from Dubai since 2002.

We deliver to Turkmenistan, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan in Central Asia, to Azerbaijan and Armenia in the Caucasus, and to Afghanistan.

For Turkmenistan and onward Central Asian destinations we use Sarakhs, Lotfabad or Bajgiran. Astara serves Azerbaijan, Norduz serves Armenia, and Dogharoun serves Afghanistan. The crossing is chosen for each shipment by destination and cargo.

Yes. We collect from every emirate, including the free zones. Full containers go straight to the Jebel Ali container yard for onward shipment. Loose cargo is collected by truck and consolidated into a full container at our Jebel Ali warehouse facilities.

Yes. We truck the container from the east coast to Jebel Ali, cross stuff the cargo into a new container, and ship it as FCL to Bandar Abbas for the overland leg. It can move in transit or as an import for re-export.

In transit, the cargo passes through the UAE without being entered for local consumption and moves on under transit documentation. In import for re-export, it is entered in the UAE, can be stored, sorted or combined with other goods, and is then re-exported. We advise which procedure suits your shipment.

The overland leg currently moves as full truck loads only. Smaller shipments can still use the corridor: we consolidate them at Jebel Ali with other cargo for the same destination.

Yes. We plan flatbed and low-loader movements for machinery, steel, pipe and oil and gas equipment, with permits and route surveys where needed, under our project forwarding service.

Weekly rate pages for the main UAE–CIS lanes are coming soon. Until then, send us your cargo details by WhatsApp or through our quotation form and we will reply with a current rate.
