Shipping from India to the UAE has always been one of the shortest and busiest container lanes in the world. India supplies a large share of what the Emirates eat, build with and sell on. What has changed this year is where the containers land. With commercial transits through the Strait of Hormuz disrupted, most FCL and LCL cargo from India to Dubai is now discharged on the UAE’s east coast, at Khor Fakkan and Fujairah, and then trucked across the country to Jebel Ali, Dubai, Sharjah, Abu Dhabi and the northern emirates.
The lane still works, and it still works well, but the shipment now has two parts: the ocean leg to the east coast and a land leg to the final address. This guide covers how that second part changes your planning. It explains which Indian ports to load at, when FCL or LCL makes sense, what has to be in the file before the box leaves India, and how PSS Lines Shipping carries the cargo from the discharge port to your door or warehouse, or into a container for onward shipment.

Why cargo from India now discharges at Khor Fakkan and Fujairah
Khor Fakkan, which belongs to the emirate of Sharjah, and Fujairah both face the Gulf of Oman. They sit outside the Strait of Hormuz, so vessels can call there without entering it. While the Strait remains disrupted, the carriers serving India have moved most UAE discharge to these two ports, and the authorities have adapted quickly. Dubai Customs currently allows containers to move by road from Khor Fakkan and Fujairah to Jebel Ali and the Dubai free zones under bonded transit, so cargo can be cleared in Dubai rather than at the arrival port.
For an importer this is a routing change, not a different country. The commercial invoice, the importer of record and the UAE duty position are the same as before. What changes is everything between the quay and the consignee: who arranges the truck, where customs clearance happens, when free time starts, and who carries the risk on the road. Our earlier note on discharging at Khor Fakkan instead of Jebel Ali covers the contractual side in detail.
The ocean freight is only half the shipment now. The part of the plan that decides whether your cargo arrives on time is what happens after discharge.
How shipping from India to the UAE works today
Whether the cargo moves as a full container or as consolidated LCL, it goes through the same six stages:
- Booking and pickup in India. We confirm the routing and space for discharge at Khor Fakkan or Fujairah, then arrange container stuffing at the factory or at a CFS, or pickup from an inland container depot.
- Export customs in India. The shipping bill is filed on ICEGATE, the goods are examined if the system selects them, and the container is gated into the port of loading with a verified gross mass.
- Ocean leg to the east coast. The container sails from Nhava Sheva, Mundra, Chennai, Kolkata or another Indian port across the Arabian Sea to Khor Fakkan or Fujairah.
- Discharge and release. The container is discharged, the delivery order is issued, and the box is either cleared at the arrival port or moved under customs seal towards Dubai.
- Land leg across the UAE. The container is trucked over the Hajar mountains to Jebel Ali, a free zone, or a warehouse anywhere in Dubai, Sharjah, Ajman, Abu Dhabi or the northern emirates.
- Clearance, delivery or onward shipment. The goods are cleared and delivered, stored in a warehouse, or cross stuffed at Jebel Ali into a new container for their next destination.

Indian ports of loading for UAE cargo
The choice of origin port follows where the goods are made. Cargo usually reaches it by road, by rail from an inland container depot, or by coastal feeder. These are the gateways we use most for UAE-bound containers:
| Port of loading | Serves | Why it matters for UAE cargo |
|---|---|---|
| Nhava Sheva (JNPA) | Mumbai, Pune, Maharashtra, central India | India’s largest container gateway, with the widest choice of UAE services and strong rail links to the inland container depots. |
| Mundra | Gujarat, Rajasthan, Punjab, Delhi NCR | The natural port for north and north-west India. The rail corridor from the Delhi region ICDs makes it the default for much of northern industry. |
| Chennai and Kattupalli | Tamil Nadu, Karnataka, Andhra Pradesh | The southern manufacturing belt: automotive, engineering goods, textiles and electronics. |
| Kolkata and Haldia | West Bengal, eastern and north-eastern India | The eastern gateway for tea, jute, steel and engineering cargo, often relayed through a transhipment hub. |
| Other gateways | Pipavav, Hazira, Tuticorin, Cochin, Visakhapatnam | Used where they sit closer to the supplier or offer a better service for a particular commodity. |
The right port depends on the factory location, the commodity and the service on offer in the week you need to ship.
Inland cargo from Delhi, Ludhiana, Jaipur, Nagpur, Hyderabad or Bengaluru usually starts at an inland container depot and travels to the coast by rail. That inland leg has its own cut-off, and it is often earlier than the vessel’s. We plan the inland movement and the ocean booking together so the container reaches the port on time.
Khor Fakkan or Fujairah: which discharge port?
Both ports are fully usable for cargo from India, and for most importers the choice is made by the service, not by the shipper. Even so, it helps to know the difference:
- Khor Fakkan is a deep-water container terminal in the emirate of Sharjah and currently handles a large share of UAE-bound container volume. Road access runs through the mountains to Sharjah and Dubai, and Sharjah’s inland container depot links directly to the terminal.
- Fujairah is a multipurpose port in the emirate of Fujairah, with container, break bulk and project-cargo capability. It is often the better fit for heavy, out-of-gauge and project cargo, and it has good road links south towards Abu Dhabi and Al Ain.
Once a container is on the east coast, the questions that matter are practical ones. Is the cargo being cleared at the arrival port or in Dubai? Is it going to a free zone or a mainland address? Does it need to stay in its container or be unpacked? We answer those before the vessel arrives, not after.
FCL or LCL from India: which suits your cargo?
We handle both FCL and LCL sea freight on the India–UAE lane. The practical differences:
| Criterion | LCL (consolidated) | FCL (full container) |
|---|---|---|
| Typical size | From a single pallet up to around 15 cubic metres | A full 20ft or 40ft container, or several |
| Charged on | Volume or weight, whichever is greater | Per container |
| Handling | Consolidated at a CFS in India and deconsolidated in the UAE | Sealed at origin and opened only by customs or the consignee |
| Best for | Samples, spare parts, smaller regular orders | Volume cargo, heavy goods, high-value or fragile goods |
| After discharge | Delivered from our deconsolidation point to your address | Trucked as a full container to your door, a free zone or Jebel Ali |
As a rule of thumb, once an LCL shipment from India reaches roughly half a 20ft container, a full container is worth comparing. Above that point the FCL usually costs less and spends less time being handled. We quote both side by side whenever the volume falls in that range.
From the east coast to every emirate: onward trucking
This is the part of the lane that changed most, and it is the part we control directly. After discharge at Khor Fakkan or Fujairah, we arrange the land leg to wherever the cargo needs to go:
- Jebel Ali Port and JAFZA: bonded movement under customs seal for cargo that will be cleared in Dubai, kept in the free zone or re-exported.
- Dubai mainland: Al Quoz, Ras Al Khor, Dubai Investments Park, Al Qusais, Dubai South and the rest of the city, delivered as a full container or a loose load.
- Sharjah, Ajman and Umm Al Quwain: industrial areas, Hamriyah Free Zone and SAIF Zone, usually the shortest road distance from Khor Fakkan.
- Abu Dhabi and Al Ain: Mussafah, ICAD, KEZAD and the Abu Dhabi industrial cities, often best served from Fujairah.
- Ras Al Khaimah and Fujairah: RAK industrial zones and east-coast consignees, sometimes reached directly with no mountain crossing.

Two details are easy to miss. First, the empty container usually has to go back to a depot the carrier names, and that depot may be on the other side of the country. The return trip belongs in the plan from the start, as our note on why detention costs are decided before the vessel arrives explains. Second, the free time on the container and on the terminal does not always start at the same place or on the same day. Our detention calculator and Jebel Ali storage tariff help you check the exposure before it becomes a charge.
Cross stuffing at Jebel Ali for onward forwarding
A lot of Indian cargo that reaches the UAE is not staying there. It is being consolidated for a buyer elsewhere in the region, split between several consignees, or re-exported. For that cargo we offer cross stuffing at Jebel Ali, in which goods are transferred from the arriving container into a new one for the next leg, with a full tally and photographs at every step.

Cross stuffing is also useful when the container arriving from India has to go back to its carrier while the cargo moves on, when cargo must be repacked to meet the next destination’s rules, or when several Indian suppliers’ goods need to leave the UAE in a single box. We work across most commodities, including FMCG and beverages, tyres, chemicals and fertilisers and automotive cargo.
Documents for shipping from India to the UAE
Most delays on this lane start with the paperwork, not at sea. These documents should be complete and agree with each other before the container leaves India:
- Commercial invoice, with a full description of the goods, HS codes, value, currency and Incoterms.
- Packing list, with package counts and net and gross weights that match the invoice and the bill of lading.
- Shipping bill, filed on ICEGATE, with the exporter’s IEC.
- Bill of lading, with the consignee, notify party and the port of discharge stated correctly for the routing.
- Certificate of origin. For goods that qualify under the India–UAE CEPA, a preferential certificate of origin can reduce or remove UAE customs duty, so check eligibility before shipping.
- Product approvals where they apply, such as conformity certification for regulated products or food registration for foodstuffs.
A container that arrives with a mismatch between the invoice and the bill of lading does not wait at sea. It waits on the east coast, accruing charges.
Dangerous goods, reefer and out-of-gauge cargo
Hazardous cargo from India, including chemicals, paints, resins and lithium batteries, moves under the IMDG Code with a dangerous goods declaration, a safety data sheet and correct labelling. Carriers currently confirm acceptance of hazardous, refrigerated and out-of-gauge cargo into the UAE case by case, and the answer depends on the class, the line and the discharge port. We confirm it for your specific cargo before booking. Our dangerous goods reference sets out the classes, and heavy or oversized items are planned under our project forwarding service.
What decides the cost of shipping from India to the UAE
There is no single rate for the lane. Every quotation is built from the same factors:
- Origin. Whether the cargo starts at a coastal factory or an inland depot.
- Volume and weight. LCL chargeable volume, or the number and size of containers.
- Type of goods. General, hazardous, temperature-controlled or oversized cargo is priced differently.
- Incoterms. Which party pays for which leg, and where risk transfers.
- Discharge port and final destination. The length of the land leg and whether it runs under bond.
- Clearance and handling. Customs, inspections, storage, delivery and the empty return.
- Market conditions on the lane in the week you ship.
Because conditions are changing quickly, we quote against the routing that is actually available when you book. We also tell you plainly which costs are fixed and which depend on events after discharge.
